Simple Solution (Slashdot Comment) -- "Bring in massive amounts of material aid to the refugee camps that are already forming. Food, decent shelter, medical care, education, and above all, physical security from our armed forces. It's going to take billions of dollars, but in the end, anyone who doesn't take advantage of the camps is in all probability an enemy, and can be dealt with as such."

These people are full of it. First, someone might not use the camps because they might not trust the ones setting up the camp. Second, an enemy might sneak some people into the camps to spy or maybe cause some damage, whether physically or by false rumors. Third, why would they trust us if we said that we were only going to take out the Taliban and bin Laden and not try to take over the country? It's all too conceivable that we would try to put in a "friendly" goverment to "ensure that no terrorist can hide there.". Won't be the first time the government has lied to us. Iran-Contra, nuclear fallout in southern Utah, Clinton's affair, and the list goes on.
