Interesting factoid - according to Microsoft's CIO, Microsoft does not enforce standards on their desktops. People are free to run the version of OS and apps they want. Desktops are not "locked down". This may have to do with the need to have developers and testers have multiple machines and multiple configurations, plus the culture of the company.
