As a quick fix perhaps you could add a line or two of script that bans comments featuring the ad-placer URL? You could also check to see if they're breaching PayPal/PaySystems' terms and conditions if you want to try to hit them in the wallet.

Are there any rules or restrictions? No spamming. DO NOT post Ad-Placer.com advertisements on non-related sites . We have received many complaints from them. Make certain that the Free Classified lists, bulletin boards you post advertising to, are appropriate to "topic". Otherwise this is spamming too. Is it worth complaining to ad-plaster?
